Report: What was the reason for queues abroad on 21 October – how to avoid mistakes in the future?
Long queues in front of election offices in London or Chicago that we observed in reports from the parliamentary elections on 21 October 2007 could have suggested a high turnout of voters abroad. However, the turnout outside the country was strikingly low. The authors of the newest report of the Civil Development Forum Foundation (Forum Obywatelskiego Rozwoju) and the Helsinki Foundation for Human Rights suggest how to change this situation in the future. The most recent proposal is inter alia to establish an electoral district for voters abroad.
