Our mission is - the development of the human liberties and rights culture, both domestically and abroad.
Since 2007 we have Consultative Status with the United Nation's Economic and Social Council (ECOSOC).

Program description
The program deals with the issue of human rights observance with regard to people taking psychoactive substances as well as people living with HIV/AIDS.
The program's plans include inter alia:
- writing a series of course lectures on good practices in the domain of harm reduction,
- compilation of international data in the scope of traditional withdrawal treatment and substance treatment,
- examination of the problem of performing tests to determine the presence of psychoactive substances in the organisms of children and school students,
- compilation of data concerning the detention and punishment of minors for the possession of drugs,
- monitoring of legal regulations and their amendment.
From October 2007, a Harm Reduction Section will begin operating within the confines of the Program at the Law Clinic of Warsaw University's Faculty of Law and Administration. It is being established by the Helsinki Foundation in cooperation with the WU Faculty of Law and Administration. This section's students will provide legal advice to people addicted to psychoactive substances and people living with HIV/AIDS, whose rights have been violated by state and local government organs.
